The two on-line stores I use are Mile High Comics and My Comic Book Shop.
Unless you want the individual comics, you would save more money by buying the DC Archive editions. They sell for up to $50 and reprint about 10 issues in hard cover format.
You may have a little difficulty acquiring Action Comics #1. The last I heard of it it sold at an auction for $78,000 in 1983. The comic book was 45 years old and still in mint condition. I could not find any sites that could lead you to stores where you could purchase any old comics. Sorry. You might find them somewhere online and be able to download and copy some of the old stories but don’t quote me.
I don’t know with Superman comics but I can lead you to other collectibles. Check my source.
I’m not sure but craiglist.com might help.
